In the development phase, the Director will work with the lead project director to understand the strategy and project agreement requirements for the operations, maintenance and renewal of the project. The Director will take a leadership role in establishing relationships with both customers and contractors, especially with respect to OMR responsibilities and related design or business strategies.   

 
During design and construction, the Director will work with the lead project director to establish practices and processes for the regular review of design drawings (e.g. during the design development phases through IFC), change orders, and monitoring construction to ensure delivery is aligned with contractual requirements, rehabilitation cost considerations and budget.
 
During commissioning and the start-up of operations, the Director will provide leadership with respect to client and contractor management, interface issues, delivery of operations training and manuals, progress reporting and contract management.
 
The Director will report to the Vice President, Finance and Concessions. The position is classified as Level 4(L) and will be responsible for supervision of a team of staff members. 
 
As a Director - OMR Management at Graham Capital Partners you will:
 
Development Phase:
 
  • Develop pricing estimates, guidelines, and risk assessment for rehabilitation/renewal components of P3 infrastructure bids
  • Develop pricing estimates, guidelines and risk assessment for operations and maintenance components of P3 infrastructure bids, including the review of subcontractor bids and plans as they develop
  • Interface with Graham design-build team in the development of the bid design, providing input and constructive direction to the team where design and/or construction methodology have an effect on the delivery of operations, maintenance and/or renewal elements of the project
  • Interface with the lender’s technical agent on operations, maintenance and/or renewal elements
  • Attend meetings with the bid team and procuring authority and/or owner as may be required in the development of asset management plans, pricing, or risk assessment
  • Review asset management inputs in the financial model for accuracy and completeness
  • Review project agreement requirements
  • Provide input into the Interface Agreement and/or Facilities Management Subcontractor contract issues as necessary
 
Project Delivery:
 
  • Develop processes for and provide regular reviews of design drawings and construction methodologies to ensure alignment of asset delivery with planned operations, maintenance and lifecycle budget and approach
  • Interface with FM Subcontractor and Graham design-build team during delivery to foster good working relationships during delivery and hand over
  • Manage FM Subcontractor deliverables under the FM Subcontract as directed by the project director
  • Develop rehabilitation/renewal plans required by the project documents which are the responsibility of the project company
  • Establish, with the project director and other project leads, the commissioning and transitioning processes for the hand-off of the project from the construction to the operations phase
  • Manage warranty issues and deficiency close out with all parties (e.g. FM Subcontractor, the Owner, DBJV, and Project Co.)
  • Liaise with the Lender’s Technical Advisor during the project delivery phases on FM issues
  • Provide project director with updates and information for reporting to the project company board
  • Review QA/QC reports on behalf of Graham concessions and/or the project company
  • Oversee team responsible for Project Co management including preparation of monthly reports related to Project Co management
 
To be Successful at Graham Capital Partners, you will have the following qualifications and experience:
 
  • Post-secondary degree, preferably in Engineering or related field
  • MBA or other advanced degree preferred
  • 15 years OMR or asset management industry experience in a leadership role
  • 10 years’ experience working on P3 project pursuits and/or execution experience with a focus on facility maintenance and lifecycle planning
  • Strong presentation and negotiating skills, and experience supervising, training and mentoring staff
  • Building operations experience, including M&E systems maintenance planning
